Brigance was recently honored at Montgomery Bell State Park for completion
of the Capstone Event in the University of Tennessee’s County Officials
Certificate Program (COCTP). Prior to entering the Capstone program,
candidates are first required to successfully complete a minimum of sixty
(60) hours class room study, and successfully pass two comprehensive exams
on Tennessee County Government.
The main Capstone Event consists of an additional three days intensive
training, intended to promote increased knowledge and efficiency of county
government through professional development. Graduates of the program are
required to receive twelve hours additional training per fiscal year to
retain their certification.
Commissioner Brigance was among 23 other officials from across the state
completing the Capstone program and recognized by the University of
Tennessee as a Certified Public Administrator. The total program is
administered by the UT County Technical Assistance Service (CTAS).
According to Mike Garland, Executive Director CTAS., the entire program is
designed to provide practicality and expertise, that County officials and
their employees need on a day to day basis to enhance efficiency and
excellence in County Government. Mr. Garland said, CTAS gears the program
to be finished in a four-year period, noting Commissioner Brigance
completion of the curriculum in less than three years.

Broadway, Clerk & Master, Elizabeth J. Carpenter, Administrative
Assistant, Debra S. Livingston and Assessor of Property, Randy Smith.
